What legally requires a licensed plumber in QLD
Queensland regulates plumbing harder than most states, and bathroom renovations sit squarely inside the rules.
Notifiable work. Bathroom additions, extensions and renovations are classified as notifiable work. So is installing new fixtures or relocating existing ones, toilets, showers, basins and baths included. Your plumber performs the work under their licence, then lodges a QBCC Form 4 within 10 business days. The upside of the notifiable system is that this class of work does not need separate council permits or inspections, which saves you time and money, but only when a licensed plumber does it.
Licensed only, no exceptions that matter. Water supply pipework, sanitary drainage, hot water connections and gas all require the right licence class. As the property owner you also carry a legal duty to take reasonable steps to make sure plumbing on your property complies.
What you can legally do yourself. Replacing a shower head, changing a tap washer, and cosmetic work like painting or fitting accessories. That is about the honest end of the list. Everything with a pipe behind it is licensed work.

What the plumber actually does at each stage
A bathroom renovation is not one plumbing visit. It is three or four, spread across the job.
Strip out. Cap and make safe the water and drainage, disconnect and remove fixtures, protect the drains from tile debris. Getting this wrong is how renovations flood or block sewers.
Rough in. The unseen work that decides whether the bathroom works for the next 20 years. New pipework runs, drainage relocations or slab cuts if the layout changes, setting waste positions and water points to suit your exact fixtures, then pressure testing before anything is closed in. Once the waterproofer and tiler follow, this work is buried. It has to be right first time.
Between trades. The plumber steps back while waterproofing, tiling and electrical run, but stays on call for the questions that always come up, waste heights, niche positions, drain set downs.
Fit off. Toilets, tapware, basins, bath, shower set and floor wastes installed, everything commissioned and checked for leaks, then the Form 4 lodged with the QBCC. Premium tapware in particular deserves a careful fit off, level, aligned and smooth.
How to sequence the trades
The order that works, and the one every experienced renovator uses:
- Demolition and plumbing strip out
- Carpentry adjustments and plumbing rough in, then electrical rough in
- Waterproofing by a licensed waterproofer to AS 3740, certified
- Screed and tiling
- Plumbing fit off and electrical fit off
- Shower screen, painting, silicone and final detail
Two rules keep it clean. Waterproofing always follows rough in and always precedes tiling, no shortcuts. And the plumber must know your exact fixture selections before rough in, because a wall mounted mixer and a hob mounted one need different pipework in the wall.
