Where does my responsibility end and the council's begin?
Your responsibility runs from the house to the connection point where your private drain joins the council sewer main, including that connection. Everything on the property side of that point, the house drain, inspection openings, the overflow relief gully and the boundary connection, is the owner's asset and the owner's bill when it blocks. The main itself, usually running under the street or through an easement, belongs to the council's water business. On the Gold Coast that is the City of Gold Coast's water and waste operation, while Brisbane and Ipswich residents deal with Urban Utilities. How can I tell if the blockage is on my side or the council's?

Will the council ever pay for a blockage on my property?

In a strata scheme, drains serving more than one lot are generally the body corporate's cost, while pipes serving only your lot are yours. Under the Body Corporate and Community Management Act 1997, shared infrastructure in a community titles scheme is common property maintained by the body corporate. The practical test is what the pipe serves: a branch line from your own toilet is yours, the common stack it joins is the body corporate's. How do I stop my sewer blocking again?
Keep roots, wipes and fats out of the line, and get a camera down any drain that has blocked twice. Nothing but the three Ps and toilet paper down the toilet, no fats down the kitchen sink, and think hard before planting figs or umbrella trees near the drain run. If your home is from before the 1990s, odds are the sewer is clay with rubber ring or mortar joints, exactly what roots love. A one-off inspection tells you whether you have a maintenance problem or a pipe problem, and if it is a pipe problem, options like relining are far cheaper than digging up an established yard.
